James Rajotte, M.P. for Edmonton Leduc, introduces Motions on Science and Technology

OTTAWA – James Rajotte, M.P. for Edmonton-Leduc and Chair of the Industry Committee, has introduced two motions to improve the way in which science policy is managed at the federal level. The first proposes a Chief Scientist for Canada and the second proposes a single authority to review major science projects.
The aim of both motions is to increase efficiency and accountability in the area of the sciences. According to Rajotte’s proposal, an independent Chief Scientist for Canada would report directly to parliament and be modeled on the Parliamentary Office of Science and Technology of the United Kingdom. Under this system, the Chief Scientist would provide definitive advice on pressing scientific matters of the day, and the government could be held accountable for how it responds to the facts presented. He or she would also play a role in coordinating government science policy. At present, there are at least three different scientific advisory bodies that report to the federal government and the Prime Minister, and the level of reporting is highly inconsistent. The creation of a single authority to review major national science projects and funding is another step in streamlining the research and development process and increasing transparency. There is currently a plethora of organizations involved in the process, making it slower and less accessible to the science and research community. “The purpose of these motions is to kick-start a debate on science policy in this country,” said Mr. Rajotte. “Canada’s prosperity depends on our ability to innovate, develop expertise, and use information efficiently.” - 30 -
